The People's Republic was first invited to attend the PIF-related Talk on Establishing Dialogue Partnership held in Suva, Fiji, in 1988. Since 1990, China has attended the Post-Forum Dialogue meetings on a regular basis. In 2003, China announced its willingness to further expand economic ties with PIF member countries as well as to provide funding for the forum's secretariat.,"According to official Chinese figures, from 1992 to 2021, total trade volume between China and Pacific Island Countries (PICs) having diplomatic relations with China grew from $153 million to $5.3 billion, registering an average annual increase of 13% and expanding by over 30 times in 30 years. Similarly, by the end of 2021, China’s direct investment in PICs having diplomatic relations with China had reached $2.72 billion," says Camilleri.,The competition between the United States and its allies on the one hand and China on the other will, if anything, gather pace and intensity in the years to come, the professor says, adding that Beijing's advantage is that "it comes to the table with a much bigger checkbook, and greater opportunities for trade and investment, especially in infrastructure projects."。

二 | 生产、销售的“瘦身咖啡”竟含有国家明令禁止的“西布曲明”成分，长期服用西布曲明有副作用，甚至有中风死亡的风险。有消费者网购该“瘦身咖啡”，服用后出现了身体不适……1月10日，记者从四川甘孜州新龙县公安局获悉，新龙警方接到该线索后，历时近一年侦查，最终在省外将4名犯罪嫌疑人抓获归案，破获了这起生产、销售有毒有害食品案。警方透露，4人落网时，还有2万多袋“瘦身咖啡”已包装好，尚未出售。2024年12月，涉案4人因犯生产、销售有毒、有害食品罪，一审被法院判处有期徒刑1年4个月至2年不等。警方查获的“瘦身咖啡”网购“瘦身咖啡”引身体不适送检发现含西布曲明2023年，甘孜州新龙县有群众网购“咖咖瘦燃脂咖啡”，服用后出现身体不适症状，随即向市场监管部门反映此事。新龙县市场监督管理局将该产品送检后发现，其中含有国家明令禁止的“西布曲明”成分。临床试验显示，长期使用西布曲明可引起血压升高、心率加快，从而导致心脑血管疾病等副作用，比如感觉肢体痉挛、思维异常、癫痫发作等，甚至中风死亡。为此，早在2010年，原国家食品药品监管局便发出通知，禁止国内生产、销售和使用西布曲明制剂和原料药。

三 | 2023年7月，这一线索移交新龙县公安局食药环森侦查大队后，新龙县公安局随即成立案侦专班，展开调查。经过长时间侦查发现，这是一个组织严密、层级清晰，采取商业运作模式，利用网络的虚拟性、传播性隐藏身份制售有毒有害减肥产品的犯罪组织。后在甘孜州公安局指导下，专班民警从涉案账号、快递物流单据、资金流向等信息入手，历时近一年，辗转道孚、乡城、巴塘、稻城等地，行程上万公里，最终锁定涉嫌生产销售有毒、有害食品的阎某、张某、穆某、肖某，同时获取到嫌疑人藏匿代售的“咖咖瘦燃脂咖啡”多达上万包的重要信息。夫妻俩在自家别墅里制作咖啡还有人以身试“毒”为防止嫌疑人囤积的大量有毒有害“咖咖瘦燃脂咖啡”流入市场，2024年6月，新龙警方抓捕组赶赴省外某地，准备实施抓捕。2024年6月中旬，民警先后将肖某、穆某抓获归案，并在穆某家中起获藏匿代售的“咖咖瘦燃脂咖啡”12000余袋。乘胜追击，民警在属地警方协助下，在阎某、张某自家别墅将两人抓获归案，并查获大量制作毒咖啡的机械设备和原料。

四 | 其中，含有西布曲明的各类原材料多达数百公斤，已包装好的减肥咖啡制品1万余袋，每袋10克。警方查获的作案工具四人被押解至四川后，经审讯，他们对其层级之间使用暗语交流，物品交易互不见面，对制作、销售有毒有害“咖咖瘦燃脂咖啡”制品的犯罪事实供认不讳。警方调查发现，阎某、张某是一对夫妻，年逾五旬，夫妻俩身居别墅区，原本家庭殷实，但为了牟取更多非法利益，竟在明知原材料含有西布曲明成分，对身体健康有害的情况下，制作、销售减肥咖啡。肖某作为两个孩子的母亲，家里长期从事客运行业，有固定收入，但曾因销售有毒有害食品被打击处理的她仍不知悔改。穆某在某公司担任管理人员，她在明知销售产品有毒有害的情况下，为测试效果还长时间以身试“毒”，落网时年仅40岁的她已颜面浮肿，疾病缠身。
